EDCOE Recognizes Outstanding Individuals through Excellence in Education Award

Each year, the El Dorado County Office of Education (EDCOE) recognizes individuals for hard work that directly or indirectly contributes to providing quality support and services to students, schools, families, and the community. This year two admirable team members were selected to receive the Superintendent’s “Excellence in Education Award,” William (Bill) Harbough, Grounds Maintenance Team Member, and Ginese Quann, Director, El Dorado County Charter SELPA.

After attending high school at North View High School, Bill Harbough did maintenance work at Covina Unified School District. He went on to own Jerry's Generator Service, located in Diamond Springs, from 1976 until 2006. There, he provided customer service, ordered and cataloged supplies, diagnosed and rebuilt starters, generators and alternators. He was hired at EDCOE in 2006 as a Grounds Maintenance Worker. Kathy Daniels, Director of Facilities and Maintenance, recalls his interview and mentioned, “I specifically remember when he interviewed, he said, ‘I don’t have any grounds experience, but if you give an old guy a chance, I will be an excellent employee.’”

At the recognition ceremony in May, County Superintendent of Schools, Dr. Ed Manansala commented, “I always enjoy seeing Bill early in the morning, because he consistently gives a smile and a wave, so we can start the day on a high note. Thank you for making EDCOE such a warm and welcoming place, Bill.”

Ginese Quann began her educational career in 1997 as a teacher and went on to become a school administrator, instructional coordinator, and program administrator. In 2013, she joined Team EDCOE as an Administrative Program Specialist and soon after began her service as the Director of the El Dorado County Charter SELPA. Under her leadership, the Charter SELPA empowers educators across the state in more than 300 schools. Before joining EDCOE, she worked for 16 years in a major charter alternative education program that served more than 5,000 students. Her experiences have given her a perspective on all sides of education delivery strategies and a well-articulated sense of what supports students and teams from diverse backgrounds to obtain positive outcomes for the students they serve.

A strong voice for educational progress, Ginese is also an aficionado of good food, good wine, and good company. Raised in a military family, she enjoys travel – especially tropical, beach vacations with her husband, Ian, and her extended family. She is also an ardent cat lover/rescuer and has even broadened her support of the disabled into the animal world, as two of her three cats are visually and orthopedically impaired.
