Interview with Julie Rasmussen

Briefly describe your background (where you grew up, family, why you came to work for EDCOE).

I was born in Placerville at Marshall Hospital. I grew up in Diamond Springs and am a product of Mother Lode and El Dorado Union High School Districts. I have lived in Pollock Pines with my husband for 19 years. Working at EDCOE provides a great opportunity to work close to where I live and do good things for my community.

What is your department, title, and how long have you worked for EDCOE?

I have worked for EDCOE for almost six years. I am currently working in the Business Services Department in External Business/District Support as a Business Services Manager for Payroll, Retirement, and Production.

Describe how your role helps support programs/schools/students directly or indirectly.

Our department processes all the warrant payments for vendors and employees for the 16 Local Education Agencies (LEAs) in our county. We also submit retirement reports to CalPERS and CalSTRS on behalf of districts. These tasks indirectly support students by supporting EDCOE and district accounts payable and payroll staff. Certificated and classified staff across the county rely on correct payroll reporting so that they can plan and enjoy the retirement chapter of their life.

What do you most appreciate about your department/team?

I appreciate that we are a team, and we support and truly care about each other. If someone needs help all you have to do is ask. Our jobs are important, but we don’t have to go it alone.

What is your proudest moment at EDCOE? Why?

My proudest moment happens each January. EDCOE prints and submits 1099s, 1095s, and W2s for all the LEAs in El Dorado County. This takes coordination between multiple departments and individuals at EDCOE (IT, District Fiscal Support, District Payroll/Retirement Support, and EDCOE Payroll Manager).  Together we provide LEA staff training, compliance review of 1099 vendor reporting, and balancing all of the payroll taxes to W2 totals. Once all forms have been printed, separated, and distributed to each LEA, the last step is to process the electronic versions in an online submission. The feeling of knowing the submit button has been hit and the files have been processed without error is indescribable.

What do you like to do in your spare time?

My spare time can vary between hiking a peak and enjoying the nature wonderland we live in, or I am just as fine with staying in my PJs with a good book or movie.

What is something many people may not know about you?

My husband and I hiked the Tahoe Rim Trail. It’s a 165-mile hike, and we did it in 11 days. I was happy to have a hot shower and a bed after that trip.

If you could meet anyone in the world, living or deceased, who would it be and why?

I would like to meet Pocahontas because of her experience in early American history.  I feel like she would be a very interesting person to speak with. In her short life she had such an impact that we know her name 200 years later.

Julie is pivotal in leading and coordinating our Payroll, Retirement, and Production team whose role is focused on keeping “business operations” running smoothly across our entire county.  Julie is an outstanding team player and leader that brings both a great sense of focus balanced with a great sense of humor and fun.

Julie is our expert in the retirement subject area and is a valuable resource for all of our districts in the county.  Despite the many pressing deadlines in our department, Julie always takes the time to share her expertise with districts, either when running our quarterly county payroll meetings, sharing at monthly CFO or HR meetings, or when district staff call for assistance.  A district CFO has shared that Julie is “a rock star” who “puts up with my questions and confusion, provides great documentation and is always so calm and knowledgeable that she instills confidence for us to provide information to our staff and in our processes.”
