Coleen Johnson, Executive Director of Personnel Services at the El Dorado County Office of Education (EDCOE), was recently honored with the California County Superintendents Educational Services Association (CCSESA) – Personnel Administrative Services Steering Committee (PASSCo) ‘Star Award.’ The annual Star Award acknowledges one member from each Steering Committee for their contributions toward county offices of education, leadership within their committee, and service to CCSESA and the students of California. “I am humbled to receive this award and am honored to work with my colleagues at EDCOE, our districts, and across the region and state,” Coleen stated. “I am passionate about empowering those who benefit students, and I feel fortunate to serve in my role. This is an exciting time to be serving in a County Office of Education’s HR role, as we get to work as an integral part of a system of support to our County programs and our districts. It is an amazing opportunity to inspire, impact, and lead.”

“Coleen was selected for this prestigious award by her peers across the state,” County Superintendent of Schools and CCSESA President-Elect, Dr. Ed Manansala, expressed. “Every day she demonstrates solid leadership and delivers high-quality services to EDCOE team members, country-wide programs, school districts, and the community. Congratulations Coleen!”

Coleen started her career in education as a teacher in 1992, served as a district administrator, and became EDCOE’s Executive Director of Personnel Services in 2010. Over the years, she has expanded her positive influence from the local to regional and state levels to empower many administrators across California. Leigh Butler, Chief Human Resources Officer at Monterey County Office of Education, presented the award and noted, “I am honored to present this year’s PASSCo STAR Award to an incredibly deserving recipient who has provided acts of service and leadership on behalf of PASSCo. Our award winner has shared with us her expertise on Management On-Boarding best practices and Proposed HR-related Legislation. Coleen’s actions solidify her belief that investing in our employees, our greatest resource, is an investment in children and families. Equipping employees to serve our students is critical to everyone’s success.”

Eileen Hartley is the Program Assistant for the EDCOE Personnel Services team and said, “I’ve watched Coleen grow in many areas, and it’s obvious that she has gained the knowledge and expertise that brought forth this much-deserved recognition.”

CCSESA provides the organizational mechanism for the 58 County Superintendents of Schools to design and implement statewide programs to identify and promote quality cost-effective educational practices, services, and provide support to school districts in the areas of student services, curriculum and instructional services, fiscal accountability and business services, personnel services, and technology and telecommunications. CCSESA advocates on behalf of K-12 and early childhood education at state and federal levels, and in partnership with state agencies, develops and coordinates statewide training to implement new responsibilities of county superintendents to ensure consistent statewide application and standards.
