EDCOE’s David M. Toston Rises to Statewide Position

The El Dorado County Office of Education (EDCOE) is pleased to announce that El Dorado County Associate Superintendent of Schools, David M. Toston, has accepted the position of Professional Expert with the California Collaborative for Educational Excellence (CCEE).

The CCEE is a statewide agency designed to help deliver on California’s promise of a quality, equitable education for every student. The mission for CCEE states: CCEE serves as strategic thought partner working alongside educators to listen, identify goals and needs, promote innovative thinking, and jointly solve problems.

David Toston began with EDCOE in 2012 as the Executive Director of the Special Education Local Plan Areas (SELPAs), and was promoted to Associate Superintendent of El Dorado County’s SELPA and the Statewide Charter SELPA in 2015. Additionally, he provided leadership and oversight of the Supporting Inclusive Practices and the System Improvement Leads Project.

“It has truly been my honor and pleasure to serve the children, families, school districts, and communities throughout El Dorado County and over 400 charter school partners throughout the state over the past 8 years,” said David Toston. “I am so appreciative of the support that I have received from the El Dorado County Superintendent, Dr. Ed Manansala, and have deep gratitude for the dedicated and passionate teammates that I have had the privilege to work with and who deliver such outstanding service every day. It has been an honor to contribute to their work.”

David has been a county level administrator for 15 years in California and Washington State. In addition to his service at EDCOE, David is active in local, regional, state, and national organizations. In June of this year, he was elected as the Chair of the California Advisory Commission on Special Education (ACSE), becoming the first African-American to hold this role. ACSE is an advisory body that provides recommendations and advice to the California State Board of Education, the State Superintendent of Public Instruction, the Legislature, and the Governor.

Dr. Manansala expressed, “David Toston is an exceptional educational leader and will be invaluable in his role with CCEE, assisting educators statewide to move toward a goal of ensuring that every child receives a quality public education. El Dorado County and charter schools across California are better as a result of his efforts. We will certainly miss him and we are confident in his continued success, creating systemic improvements that impact the 6.2 million students statewide.”

Mr. Toston will continue to work closely with the EDCOE team to assist with this transition, through January 29, 2021.
