El Dorado County Superintendent Dr. Ed Manansala, president-elect of the California County Superintendents Educational Services Association (CCESA), said that the new approach is “complex but promising. Every year we will be looking at individual subgroup performance that cannot be hidden. That will create a healthy sense of urgency"
