Our mission is to provide high-quality early care and education in a safe nurturing environment with highly qualified and motivated staff, committed to educational excellence and service.

 

Program Philosophy

The Child Development Programs are dedicated to providing quality early education experiences that engage parents in the growth and development of their children to support school readiness and lifelong success.

 
 
The department builds partnerships among families, schools, and communities to provide high-quality early childhood education and other services in safe, nurturing environments with highly qualified and motivated staff who deliver educational excellence for the 21st Century. Now accepting applications for the 2024-2025 School year! Applications can be filled out at the following Child Development Central Office locations:

Program Goals

  • Approaches to Learning: Encourages initiative, curiosity, creativity, and self-regulation. Supporting children's ability to acquire knowledge, learn new skills, and achieve goals.
  • Social-Emotional Development: Develops independence and relationships that support a positive self-concept and the ability to express, recognize, and manage their own emotions.
  • Cognition: Develops the skills needed for reasoning, memory, problem solving, and thinking through individualized developmentally appropriate activities.
  • Language and Literacy: Provides opportunities for written and oral expression. Children with strong language skills are prepared to be successful learners in school.
  • Perceptual, Motor & Physical Development: Promotes the development of large and small muscles for maximum integration of sensorial and motor experiences.
  • Parent, School, & Community Involvement: Builds partnerships among families, schools, and communities that create seamless and strong alliances to enhance each child's development and promote family self-reliance.
  • Pregnancy Education: Pregnant women will understand developmental stages of pregnancy and prepare for a healthy pregnancy and birth experience.

School ReadinessThe EDCOE Child Development Program has established School Readiness Goals that meet expectations for children ages birth to three and three to five.
  • Parents can be assured that their child will be provided a curriculum to be ready for kindergarten at the completion of our program.
  • Each child will have a foundation in literacy, math, science, social studies, the arts, and technology.
  • We educate children to express themselves, wait their turn, share, and get along with friends.
  • There is an emphasis to support building life-long critical thinking skills, foster confidence, and encourage every type of learner to gain skills.
 

Program Governance

 
EDCOE maintains a formal structure of program governance that includes a Governing Body and a Policy Council. The Governing Board assumes legal and fiscal responsibility for the child development programs and is comprised of the elected County Superintendent of Schools. Policy Councils are responsible for the direction of the agency's Head Start, Early Head Start and State Preschool programs. The Policy Council is comprised of elected parents that serve as a representative from each child development site/program. The Policy Council makes recommendations on program operations to the Governing Board. Copies of the complete Governing Board/Policy Council meeting packets may be obtained by contacting the Child Development Office at (530)295-2322.
