EDCOE Team Members Honored

Recently, the Association of California School Administrators (ACSA) Region 2 honored several El Dorado County Office of Education (EDCOE) team members with regional, administrative awards. ACSA Region 2 represents educational leaders from the Northern California counties of Butte, Colusa, El Dorado, Glenn, Nevada, Placer, Plumas, Sierra, Sutter, and Yuba. 

Category: Technology Administrator - David Seabury, Director of Information Technology, El Dorado County Office of Education

“Mr. Seabury has worked for EDCOE for over eleven years and has served in public education for over nineteen years. His role is critical to not only the El Dorado County Office of Education but also, the fifteen school districts within the county. The importance of technology was highlighted with greater reason over the course of the pandemic. Mr. Seabury and his team rose to the challenge in so many ways. Mr. Seabury helped ensure students had the devices and access they needed to transition to distance learning. A highlight was the creation of W.O.W. (wireless on wheels) vans. Mr. Seabury equipped vans from our transportation department with wireless devices, creating the "EDC-STUDENT" WiFi network and deployed them at locations throughout rural communities to ensure students and families could connect and participate in learning. He exemplifies our organizational values of service and relationships and goes above and beyond on a daily basis, putting in countless hours that many never see because it is all "behind the scenes." He truly cares that all team members are supported with technology and works diligently to ensure all issues are resolved thoroughly and timely. Category: Central Office Administrator (County/District) - Roslynne Manansala-Smith, Director of External Business, El Dorado County Office of Education

“Ms. Manansala-Smith has served as Director of External Business with EDCOE since July of 2015. She has been employed with EDCOE since August of 2005 and also served as Chief Business Officer within the county which is also a strong benefit in her role as Director of External Business. Ms. Manansala-Smith exemplifies EDCOE' s values of service and relationships. She is responsible for leading the team that supports the business operations within our districts and is also highly regarded among county office leaders across the state. Many of our districts are extremely small, with a business department of one person who wears multiple hats. Ms. Manansala-Smith understands this and goes above and beyond to provide high-quality, responsive support to all districts. She has built trust and credibility through her actions, is highly regarded by Superintendents, CBOs, CFOs, and other business staff as well as staff in general, and often is sought out to participate on committees, present at conferences, or just to provide insight or an opinion on a topic. Category: Continuation/Educational Options Administrator - Maria Osborne, Principal, Charter College & Career Prep, El Dorado County Office of Education

“Maria has worked as the principal of Charter College and Career Prep (CCP) for three years and her work reflects an instructional leader who is enthusiastic, cares about students, and goes the extra mile to make her school a special place for students, staff, and families. In her current role, Maria took over a program that needed guidance and support from an experienced administrator. CCP serves as the school of last resort for the most vulnerable students in the county. Under Maria’s leadership, the staff collaborated to create a unique learning environment that responds to student’s needs and improved parent participation through a variety of classes, meetings, and activities. When the COVID shutdown occurred, Maria led the staff through a process that truly transformed the school. Not only did the staff provide high quality instruction during the distance learning of spring 2020, but they were also able to design a program for fall of 2020 that would best meet the needs of the students at CCP. During the 21-22 school year student attendance has increased by 25 percent, coursework completion has increased, and disruptions to learning have been reduced to almost zero.” – Michael Gillespie, Executive Director, Charter Alternative Programs
