How do I add an additional authorization to a Credential?

Multiple Subject, Single Subject, Special Secondary and Standard Secondary holders can add the following to their existing credential:

Supplemental Authorization

  • Provides authorization to teach the subject as listed, however, may have restrictions to specific grade and or curriculum
  • Does not automatically meet NCLB requirements
  • Requires 20 units per the requirements of the specific subject to be listed

Subject Matter Authorization

  • Provides authorization to teach the subject as listed, however, may have restrictions to specific grade and or curriculum
  • Automatically meets NCLB requirements
  • Requires 32 units (or BA) per the requirements of the specific subject to be listed

Additional Teaching Credential

  • Automatically meets NCLB requirements for the subject listed
  • Specific requirements per the authorization

Can I just take a test to add an additional authorization to my Credential?

Individuals may verify subject-matter competence by passing all portions (in the subject area) of the California Subject Examinations for Teachers (CSET), administered by Evaluation Systems, Pearson. Leaflet CL 674M, CL 674S Testing information can be found at CTC Exams Website.

How do I become a teacher / obtain a Teaching Credential?

You must complete a California Commission on Teacher Credentialing (CTC) Professional Preparation Program.

You can be prepared as a Multiple Subject Teacher (K-8), Single Subject (specific subject area), Education Specialist Special Education. (Reference page)

I am applying for jobs and the job posting says I must provide a Certificate of Compliance. How do I obtain one?

A Certificate of Compliance is a document created by an employer as a record of a teacher being Highly Qualified per ESSA (Every Student Succeeds Act) requirements. Your employer should be able to provide a copy to you.

If you have not yet been employed, you wouldn’t have a Certificate of Compliance yet. Indicate to your prospective employer that you have not yet been employed; therefore, do not have the Certificate yet.

Do I need to have a CLAD Certificate?

If you have just one (1) English Learner identified student in your class, you must hold the appropriate English Learner’s certificate, per Education Code.

How do I obtain my CLAD certificate ?

There are many options to earn a CLAD certificate. Please review the following leaflet for full details.

CL 628 (Visit Leaflet Page) The most common way to earn your CLAD certificate is:

  • Successful completion of test 1, 2, and 3 of the CTEL examination
  • Successful completion of tests 1, 2, and 3 of the CLAD examination
  • Completion of CTC approved CLAD/CTEL combination program

I don’t have a Teaching Credential- how can I work as a substitute?

As a substitute you will be working in a temporary position, filling in when a permanent employee is on leave, or when a district or program needs additional assistance. Classified Substitutes work in positions that don’t require teaching credentials.

How many different Classified Substitute Pool positions are available?

The El Dorado County Office of Education currently maintains lists for 12 different categories: Clerical, Classroom Assistant, Custodian, Food Service Worker, Health Clerk, Instructional Assistant (EDCOE Special Services Program), Library Aide, Spanish Interpreter, Tutor, Early Autism Program, Van/Bus Driver (EDCOE Special Services Program), and Yard Duty/Campus Monitor.

I am a recent PERS retiree and want to work as a Classified Substitute.

PERS retirees have a 180 day waiting period after their retirement effective date. Once the waiting period has passed, retirees are eligible to apply for substitute positions, and are limited to working 960 hours per fiscal year.

I want to work as a Substitute Custodian, Substitute Yard Duty Monitor and a Substitute Food Service. Can I work in all 3 positions or am I limited to only one?

Yes, substitutes can work in more than one substitute class as long as they fulfill their primary obligation first, don’t work more than 8 hours per day at one job, and the jobs don’t overlap each other so they are being paid by two different districts for the same work hours.

What happens after I apply?

Some substitute positions require testing while others do not. Applicants will be notified of their application status and invited to the next step in the process once an application review has been completed.

I’ve already been fingerprinted for another district; do I have to be fingerprinted again?

Yes, laws prevent the sharing of fingerprint clearances between agencies, so you will need to be fingerprinted again for EDCOE.

Where do I get a TB test?

You may schedule a test with a health provider of your own choosing.

I’ve lost my Social Security Card. What should I do?

Apply for a replacement card with the Social Security Office 1-800-772-1213 or obtain information online at Social Security.

After I’m cleared, how will the districts know how to contact me?

When the clearance process has been completed, your name and contact information is entered into the Absence Management System. Each district that participates in the Substitute Pool will have access to your contact information.

I’m already a Substitute, but I can’t remember how to access the Absence Management System.

To log into your account, use the username and password you created when you completed the substitute onboarding process. If you are still having trouble logging in please contact Beth Reynolds at 530-295-2237 (Certificated Substitutes) or Jana Rapetti at 530-295-2242 (Classified Substitutes).

I’ve lost my Substitute ID badge, what should I do?

How do I become a Guest Teacher for the El Dorado County Office of Education (EDCOE)?

In order to join our Guest Teacher pool, you would then need to complete an application on on EDJOIN at www.edjoin.org/edcoe. Be sure to include all of the required documents listed on the job description.

What is a “Request” and how do I obtain one?

A “Request” is a recommendation sent via e-mail to the Substitute Systems Specialist at EDCOE from the Principal of the school you wish to substitute. In order to obtain one, you should take your resume, credential, and any referrals with you to the school and introduce yourself, asking to be added to the school’s Guest Teacher list. (Exception: If you are interested in substituting at the high school level, you must receive a “Request” from the El Dorado Union High School District office).

Do I need to be a fully credentialed teacher in order to provide Guest Teacher services?

No, although it is preferred, you can substitute with a 30 Day Emergency permit.

How do I obtain a 30 Day Emergency Permit?

In order to obtain a 30 Day Emergency Permit, you must have the following:

  1. Baccalaureate Degree
  2. Have taken and passed the CBEST Test (given by the California Commission on Teachers Credentialing (CTC). Sites and times are listed on their website at CTC.) OR have coursework from a regionally accredited institution of high education as long as the following conditions are met:
    1. The coursework for satisfying BSR must meet the following:
      1. Earn a grade B- or better
      2. Have been taken at a regionally accredited college
      3. Three semester units (or equivalent units)
      4. Been taken for academic credit (earned units)
      5. Be degree applicable (AA degree applicable is ok)
      6. For READING, be in the subject of critical thinking, literature, philosophy, reading, rhetoric or textual analysis
      7. For WRITING, be in the subject of composition, English, rhetoric, written communication or writing
      8. For MATHEMATICS, be int eh subject of algebra, geometry, mathematics, quantitative reasoning or statistics
    2. The following coursework is NOT acceptable:
      1. Professional development or continuing education units
      2. In-service training or workshops
      3. Courses where credits do not apply toward the requirements for an associate's degree, baccalaureate degree, or higher degree
  3. CTC Fingerprint Clearance EDCOE can assist you in obtaining your Permit once you have been requested by a school and completed an application.

What are the pay rates for Guest Teachers?

The pay rates for Guest Teachers are determined by the individual districts. Please check with the District that you are interested in substituting for its current pay rate.

Can I file for unemployment if I am a Guest Teacher?

Yes. Please be advised that only EDD can determine your eligibility.

I’m a retired teacher. Can I provide Guest Teacher services?

Yes, once you have satisfied the required retirement waiting period of 180 days, you are eligible to be a Guest Teacher. You are required to follow the same process as other teachers wishing to join our team!

How can I contact other parents of special needs children?

The Community Advisory Committee(CAC) meets throughout the school year and is comprised mainly of parents of children with special needs. The SELPA also maintains a resource list for families. Several parents with expertise in many areas of disability have offered to serve as parent contacts. This is an excellent resource for families. Please call 530-295-2462 for a copy of the list.

What Special Education programs does the SELPA operate?

None. The SELPA serves all the schools on the Western Slope of El Dorado County in an advisory capacity and provides the governance structure for the districts in the region. However, the SELPA does not operate any programs directly.
